If you want "dirty, gray, and disorganized" Western cities then Princess Principal is one of your best bets. Moriarty the Patriot might also fall into this category.

The steampunk fantasy London of Princess Principal certainly has the dirty and gray parts down. In fact the soundtrack album is entitled "Sound of Foggy London," with the opening track entitled "Shadows and Fog." Here's a shot from the trailer.

I am tired of Japanese cities, all clean and organized. I want anime that takes place in some western country, with dirty, gray and disorganized cities.

Does Brazil count as western? Michiko & Hatchin is set in Brazil

We can add this season’s show, [b]Takt Op. Destiny [/b to the list of anime that takes place in the United States. So far, most of the places that have been visited are in ruin.

So,Beltane70. "Tak Op. Destiny's" set in America. That's going to be an anime I'm going to wait to get dubbed. I'd like to see it one of these days.

Some anime that happens somewhere in England would be an option. Gosick is 1 example.
