Are Hentai still be created with eng voice? if so, were do i find it and buy it ?

Look for titles released by Media Blaster's "Kitty Media" label. They often include a dub.

You can also often find English dubs with Rightstuf/ Nozomi Entertainment's "Critical Mass" label. But be sure to check carefully before buying, since they also release some titles sub-only.
