i put two pics up in the encyclopedia (one for john billinslea when he was on NYPD blue, and the other is wendee lee) and i was wondering if they were "accepted" and visible to everyone or are they reviewed or anything by moderators?

Yes, the pictures are instantly viewable by everyone. No need to be "accepted" or otherwise reviewed, but we *do* check them to make sure they're not, well, pr0n or anything like that. Like all other info, you could say that they are accepted by default and can be removed afterwards if inexact or inappropriate.
