There might be some good news around the corner, if that link's any indication.

People can think all the disgusting thoughts they want, and they even can put those thoughts down on paper. Just don't get caught using those on children, and be careful who they ever tell, or show it to.

"Using those on children" is already illegal, that's not what this new law is about.
Nope, guess again. Wink

Also, no one should force others to view any kind of hardcore erotic material. And I'm sure there's a law that covers it already. Be it a website or a book - one should always include an appropriate warning.
Ah, but you see here in the UK there isn't. If one exposed a real photo of CP to a child, that would get them nicked for having real CP in their possession, and publishing it, but not virtual CP. That's what this new law is about. Wink

I see, UK's criminal laws is quite a time consuming topic because

I hoped that a UK resident would reply to their countryman, but I guess it will not happen, especially since it's finally spring time in Europe ^_^;

Anyway, here're some laws that seem to cover exposing minors to pr0n:
http://www.opsi.gov.uk/acts/acts2003/ukpga_20030042_en_2#pt1-pb5-l1g12
http://www.opsi.gov.uk/acts/acts1959/pdf/ukpga_19590066_en.pdf
If these laws don't offer sufficient protection, one should adjust them instead of making possession of content not based on real persons/events a crime.

Would a law prohibiting to walk around nude in your own appartment limit your freedom if you were a nudist? Some could argue that as long you don't strip in presence of minors or people who consider it offensive there's no need to worry about such a law.

The proposed UK law is a significant threat for anyone who either buys loli H manga (or any H manga that might contain loli) as well as anyone who shares it with others.

Also even if you don't buy or share H stuff with anyone and just download it, some risk still remains. A member of your household that holds a grudge against you or a spiteful ex who are ruthless enough to report you is all that's needed to ruin your life.
Perhaps they could have their way with you even without the new law, they could find something else to use against you. But this new law is a sharp yet poisoned knife that can be used against people who didn't harm anyone.

Even if this proverbal rifle on the wall never fires, it will put quite a few people in distress. Even if you don't care about anyone who shares/buys/collects H manga... You know, people don't live in vacuum, they will pass this distress to others one way or another. They also will become more apathetic to restrictions of freedom in our society in general because why should they care about other people's freedom if others don't care about their freedom?

I don't even think that loli H manga are more "dangerous" than common H stuff. It isn't created to groom innocent children, it's created by fans for fans. An attempt to show it to a child would make about as much sense as showing your straight female co-worker (who's new to anime) a "harem" shounen/seinen show. This law will hurt harmless people, yet it will protect no one.

/edit
It will certainly not help to fight (actual) CP if loli fans are forced (further) into the back alleys / underground.

There are many reasons why loli fans stay away from CP and I want to believe that the most of them will stay away from it regardless of the new law. But like in every other group, every person has a different mix of values and motivations:
- some are simply not attracted to real children sexually
- some consider it ethically wrong to view images that are product of real abuse (trying to convince people that loli is [almost] as bad as CP is a double-edged sword: you trivialize the severity actual abuse)
- some are lazy and couldn't be bothered to search for it (while it's easy to find as much loli H as you want)
- some are lazy and couldn't be bothered to use privacy related services and software (while loli H doesn't require it yet)
- some are afraid of the punishment in case they're caught in spite of the measures above
In the most cases it's a mix of the above. If you take away some of these reasons/motivations, you can expect that consume of CP will will increase.

Apologies for bring this forward, but I thought I'd update how this is progressing, if no one minds. The bill has had its first reading in the House of Lords, without debate, on the 25/March. Basically an introduction to the house then sent for publication. Its second reading, this time with debate on principles of the bill, will be on 18/May.
