It looks superficially the same but all of the details are different. I'm not sure if Gainax would have a claim on something that is inspired by, but not a copy of their design.

But the question is why Victoria's Secret would randomly homage anime. Is this going to be a new thing they do at their fashion shows from now on? Can we expect to see a model dressed similar to Yoko Litner at the next fashion show?

Maybe. That'd be neat too.
This is the work of a single designer. Fashion is a commercial art, but it is art, designed by individual artists. Someone named Victoria Secret did not design all of these.
There are homages to all sorts of famous designs in fashion shows all the time. I sincerely doubt that whoever made this (notably not designed to be sold or worn by anyone by this model at this show this one time) is trying to trick you into thinking he or she has never seen the Evangelion plug suits.

If "angel" was theme, and the designer might be an anime fan, then yes, it's a homage (even though, technically, Rei is a pilot and only around the end of the series do we find out that she's part of Lilith-2nd Angel)
But he/she should make a statement that it was inspired by NGE to clear things up and avoid any possible legal action.
Also, Sachiel gets no love?

For some reason I thought of Plug from Charger Girl.
Either way, it's not like these fashion shows are for legit workable everyday wear, and the designer will have to feign ignorance of the original material, to sell it for all this cash. It's an obvious homage, which may even be announced as such in the actual show.
Besides, this is hardly the most out there design that's been presented at such a show.

He never did. It's a meme of sorts. Someone just posted a fake screenshot of one of his tweets. Really, you'd think someone who is pretty adept at making money by exploiting young girls' purses (with terrible music) would be pretty careful not to alienate his fanbase.
