Panty & Stocking is obviously the serious Gainax project. This is just a light-novel adaptation with source material by the writer of Asura Crying.

Yay! I'm looking forward to more information about this show; I hope it's good. I love Gainax.

Quote: | Yamaga noted that he was having difficulty pinning down the setting for the book, which requires both a '20s feel and cars. |
Quote: | The story is set in London around 1920 (after World War I) and features cars. |
Anyone get the impression there will be cars in this?

I think, having read the interview now, that the point he was trying to make is that there are cars in the novel, but they were rare in the actual setting.
