I guess he didn't feel it necessary to provide Japan with uncensored images when that stuff was still massively taboo in America at the time, and the Japanese would have likely agreed then as well. They did make other forms of censorship illegal.

Still, Japan's had self-determination for over 60 years, they could have changed it by now without fearing America, especially in the age of JAVs, soaplands, pink salons, and love hotels.

I don't know. Japanese firm NetAgent has been working on breaking PD's encryptions. When the stricter copyright law went into effect in 2010, they nailed several uploaders who were using Perfect Dark, so there's a chance they had made headway. Perhaps the gap since then was mostly due to catch up as Perfect Dark is updated to use different encryption keys and NetAgent and other firms have to start over.
