I think the episode you are refering to is Galaxy Angel Z (season 2) episode 14. Some punk tries to steal Normad. Vanilla makes multiple attempts to get him back counting the number of attempts as she goes.

In the anime, Vanilla is purposely this sterotype to the extreme. The rest of the Angel-tai are also exagerated personalities of their anime sterotypes. They're all basically parodies.

I think you can regard Akira as a male version of what you are saying. Well, i gusse for them to dramatize the impact of that type of character, they made a female version of him.
