Charged with "obstruction of business" only? Shouldn't this guy be charged with terrorism and attempted murder?

What the hell is wrong with Japan that terrorists like this guy get a slap on the wrist only?

I'll settle for a Detective Conan episode.

Finally this terrorist was caught. I don't know anything about Kuroko, but I am so happy for the fans and the author that they got himl or at least I really hope that this is the right guy.
