They first and foremost need to convince more publishers and authors to work with them. To use a comparison to the mainstream market: It's like there were no licenses from publishers like Shueisha, Shogakukan and Kodansha on the English market. That's absolutely unthinkable.

Mangerotica managed to license from Core Magazine, so in theory it should be possible for Project-H to do the same. Maybe they could start off by doing a license rescue for Sweethearts, Giri Giri Sisters and Mai Favorite like they did for Aqua Bless and Witchcraft.
Kisaragi is one of the essential authors when it comes to (contemporary) erotic manga. I doubt there are too many regular male manga readers that don't know him at least as "Gunma" or don't go "Oh, I know that guy!" when seeing a page from his works.

It's obvious why Takeshobo's Colorful Select line (along with e.g. Shonen-gahosha's Young Comic or Futabasha's Action Comics) are the easiest to license and it's not like there weren't good manga to be found there, but they need to get more picky about what they license.

You are right, maybe they need competition.

Almost all of Gunma's characters are technically underaged, so it would be skirting the law if you published it commercially in the US...

This extremely common issue has been circumvented by artificially raising ages to 18 in the localization process (or on the imprint page) for as far as I can think back.
His "Love Selection" got published in the US (minus one chapter that had a too young-looking character) without any problems whatsoever. Unfortunately it appears to have gone OOP recently, though.
Project-H has worse "offenders" in that regard on their license list anyway.

Just to make sure: That was by no means a "license that or you suck" type of post.
There are simply so many ways to improve their line-up, and that would be one of them.
