Many of them don't now, they're in the grill or the windshield. Also they don't even have to be your typical Crown Vics, some police are starting to use Mustangs or other muscle cars or other unmarked vehicles.

How dumb must that guy be? How can you think to paint your car like a police cruiser and not think you would be eventually pulled over for impersonating an officer? The guy deserves whatever fine he gets.

He wasn't impersonating an officer. The car clearly said Decepticon on the sides. You would only be right if he was driving on Cybertron.
If what you said is true you could be arrested for even having a similar painting scheme, even cosplaying as a cop could get you arrested.
It will be thrown out at trial by the judge, unless he was doing more than driving a movie themed car.

Sorry, didn't whip out my phone while I was driving on the freeway. Seriously though, while the patrol cars I might see in a subdivision do have lights on top, the ones I see on the freeways do not. They are actually very subtle... until they turn their lights on when you can very clearly still see them. Just not on top of the car, they're inside.

Yeah, it's against the law to impersonate the police even to the point where painting a Maserati to look like a Decepticon where it looks a lot like a police car, I mean look:
I can understand why the police arrested the person.

Neither do a lot of newer police cars, at least where I'm at. |
I've occasionally seen people get pulled over by those undercover police cars that look like regular cars (with flashing red & blue LEDs hidden inside the lights).

Some states require you to call 911 immediately
when you get pulled over by an unmarked vehicle.
Those lights are illegal for people other than Law Enforcement or Emergency First Responders to have and most vehicles use Tag scanners which runs a license plate thru a DDS or DMV database instantaneously and if that doesn't come back LEO or First responder registered vehicle you're screwed. Most states have different laws most southern states Blue is LEO only(With littler a red for Northerns because we had trouble with people not stopping for bright blue lights and calling 911 saying they were being stopped by a fake officer), while most Northern states Blue and Red is illegal unless you are LEO or a (volunteer firefighter like NY) but it's actually illegal for Police to use blue lights in the front facing FOV light bar. but if you know what cop cars looks like you should know not what to place on it, especially in California where the CHP and LAPD actively use black and whites still.
*edit oh yeah the vehicles that you see without the lights on top and inside the grill and bars are called slick tops

Paint design aside, the numbers and "SPEED ENFORCEMENT" lettered on the back do *not* help that guy's case.
