I don't think under use of the studios is so much the problem as is simply under utilizing the IP's that Sony controls, some of these games haven't been on a Sony branded device since the PS2 or PSP. If "Thieves In Time" showed us anything it's that other studios (even ones that Sony doesn't own) can work on Sony's IP's and make them just as good if not better than the Studios that created them. Though do kind of have an oversaturation problem with their IPs.
