I'm guessing he got the award for his first hit rather than for his first actually finished work.
This is Japan we're talking about, where an artist traditionally gains respect not for the success of one work (no matter how long that work is), but for the consistent success of many works.
(And I feel so old for agreeing that Kishimoto is a rookie. The likes of Keiko Takemiya, Rumiko Takahashi, and Yoshihiro Togashi are who would count as established for me)

This award is base on skills like in the past years, he's an amateur author producing an amateurish work. Kishimoto is pretty much an average author in those past 15 years, coz his first project is mediocre at best.

Don't get me wrong, I read Naruto to the end, with the exception of most the 4th Ninja War. (That shit went all Frieza on our asses.)
But people seem to be making it like Kishimoto is the next Tezuka

There seems to be a lot of derogatory comments about Naruto and Kishimoto too. I do respect the guy though, even if his series has had its ups and downs.

What does having 1100 chapters have to do with anything?

I think the idea is that Hajime no Ippo is its author's first series.
