It's just some kind of creepy plushy prize for the cover, I guess. It doesn't figure into the story at all that I remember.

I think publishers can definitely get on a faster turnaround once they've started releasing a title. (Look at how quickly Kodansha USA gets Fairy Tail out after the Japanese release) I think it may be harder with a new license though.
