If Monogatari had come out in the 90s or the first half of the 00s it would probably been dubbed, at least if they had licensed it. Now unless you are Funnimation, apart from those 2 titles. you decide whether or not a show should be dubbed.

To be honest it may not even be down to how hard it would be to dub, if having a dub dramatically increased sales, they would attempt it, but there are very few people who don't buy it because of a lack of a dub.

Normally I'm a dub fan but personally I think that a dub of monogatari could never work. It has way too many weird kanji puns that the concept simply doesn't exist in English. Monogarari is pretty inaccessible for new anime fans and if you 'get' monogatari then you're probably an otaku who would never watch the dub anyway.

Most of the obstacles mentioned can be overcome. However, the decision to dub or not is based on how much it will cost, and whether spending that money will improve the sales appropriately. In other words, is it profitable?

Your Lie in April is basically a melodrama with a splash of comedy and a great soundtrack, about love and life and discovering a sense of purpose in the face of personal loss. It's unlikely to ever end up in the Toonami line-up, but a show like that - especially with the word-of-mouth reputation it has - has a chance to find a wider audience than just anime fans, and a dub can help bring in those potential fans.

On the other hand, the Monogatari shows are very, very specific in the audience they aim for, and for the most part, that audience has already found it, especially given that the various series have been running for several years now. A DVD/BR release is almost entirely so that the fans who already love the show can own it themselves, which is great, but adding a dub to the disc is unlikely to generate enough extra sales to justify the cost.

As someone who enjoyed both shows, when I look at the companies' reasoning I can totally understand why KimiUso will be dubbed and Tsukimonogatari will not.

#1 is really the only answer that matters. if it's financially feasible and successful than it will be done. The other reasons be damned.

TLDR: the profit is the only thing holding them back.
