Or maybe he's cosplaying as the Arab oil tycoon Walker mentioned off-hand but who was never seen in the first season of Durarara!!. You know, when the Dollars were all gathering at the end. Just a thought.

Or perhaps this was all a stunt. I don't see a real oil prince using Japanese muscle.

Or his Daddy is someone with Money in Real World. He even rent an Neet Soldier...

To my eyes, it's a black Arab. So, we have 2, at least in the USA, minorities getting some representation.

I suspect he might be and Ambassador or distinguished visitor from one of the Embassies. I saw someone make a mention about the Japanese security guards. If they are here in Japan under diplomatic credentials from the Ministry of Foreign Affairs, and rate a protection detail then Tokyo Metropolitain Police Department (TMPD) Security Police (SP) division will provide a detail. So it is possible to have a Gaijin with a Japanese security detail.

**Edit**
I can't get a good view of the lapel pins, so hard to tell if they are real armed security or not. Also some DV's arrive with their own protection details from their host nation. They generally arenot authorized to arm here in Japan though. If they do get MOFA approval, then its legit someone of importance.
