That isn't correct, at least by the point part 1 stops at. Maybe with just the first half dozen or so episodes you could say that, but by the end of part 1, I think at best you could maybe say seemingly good and seemingly evil led by obviously evil. The Federation's corruption rears its head pretty early on. An obviously good side doesn't send off a ship crewed by teenagers to die as decoys. Ramba Ral at the very least should at this point make you question how evil Zeon actually is as a whole.

Except, as she said, Gundam's Moral Ambiguity is allll in the people on each side. The actual factions themselves are unambiguously good versus evil.

So, yes, the Federation has the odd corrupt officials (although it's led by Revil, somebody who is never cast in shades of grey), and Zeon has its Garmas and its Dozles and its Ramba Rals (although it's led by a megalomaniac). Great! The Federation is still a largely benign one-world government that has kept its shit together for over half a century, and Zeon a crazed dictatorship that murdered billions (!!). That's about as unambiguous as it gets.
