If he can produce good art at all, then he is a good artist. Perhaps a lazy one, a procrastinating one, and an unreliable one, but that doesn't mean he's bad at drawing.

It's possible...but I'd bet his perfectionism would not allow him to do it.

Won't comment on Togashi's laziness/poor health, but when he bothers to bring his A-game he's easily one of the best at what he does. Hopefully he used this time to properly plan out the Dark Continent-arc (it's very likely to be the biggest one yet) and manages more than a few chapters before tapping out again.
