Sounds like a Love Love! or idolMaster approach. I'm not so sure about the idea of different character designers doing each design. You want some consistency between them.

Different idol characters having different designers...This could make for an interestingly fun display of design diversity. Smile

There's still the option of unifying the designs under a consistent style. For example, the creator of Sayonara Zetsubou Sensei provided the designs for the Uchouten Kazoku characters but the style was altered for the anime.
