To me, the issue is that "animation" in America has come to mean 3-D animation. If it doesn't look like it came from Pixar, it's not in contention for awards. That's been true for quite a few years now. From this list of Oscar winners, the last 2-D animated film to win an Academy Award was Spirited Away in 2002.
