All the other characters are adult. That is just the art style, unfortunately. It becomes more prominent in this sort of exaggerated perspective. The bug eyed girl drives me nuts in this, too. She looks normal in her character sheet but her eyes are incredibly distracting in animation. I'm hoping the art will grow on me as the series progresses. It is consistently exaggerated so I think it will become less annoying with time.
The older characters are less obvious but still are very stylized in animation.

I've known for a long time that ANN staff don't write the Spotlight text. I always assumed the fact that the text often sounds like it was written originally in Japanese and then put through the English Google translator would be a clue for others.
