Wow, I thought Sentai gave up on Prisma entirely.

Does dub Illya still sounds like a chain-smoking grandma? And is dub Ruby still a horribly out of place Fairy Godmother?

Yes.quite a while actually though mainly for paying / premium anime network members.

I take issue with that statement as none of the Fate/kaleid liner Prisma Illya series are available in dub format via The Anime Network website.

In fact, I don't recall any dubs Sentai has made of new titles being posted there since early last year.
