Manga OVAs (such as the Road to Hero OVA) are more difficult to license for an anime distributor because they are an exclusive bonus to a manga volume's release.

Okay, but still not impossible. For instance Funimation's Tsubasa Tokyo Revelations was originally a manga exclusive bonus DVD. But I will admit, not very many of those have been released in the US.

WiIl the OVAs be in English Dub as well?

Yes

Viz always dubs their home video releases, so any OVAs or specials that are included will be dubbed.

Not all the time. I remember the ovas on the first set for Lagrange -The Flower of Rin-ne not being dubbed.
