Theoretically, there's less incentive to do so. When you have a manga running and you make anime off it, not only are you selling the anime, you're also marketing the manga. When the manga's already over - and you're dealing with a sequel, even - that second reason isn't really there.

I'm glad the committee still decided to do Mob 2. The whole "how does every part of the committee make money" thing is very complicated but sometimes it gets us good things.
