In regards to Arab countries in general, they don't have the same low birthrate as Japan, so there's less of an argument to be made that they need immigration.

This is a very good point. It seems by and large strongly patriarchal societies are able to sustain themselves, while egalitarian, feminized cultures tend to wither and decline.
I can only hope that Japan will be able to mend its future more along these lines, rather than decide to replace themselves with millions of, say, bangladeshis or nigerians where there is significant overpopulation.

Japan is actually very patriarchal country. Marriage and pregnancy can be seen as the end of a woman's career (especially if you're an OL). Meanwhile the living cost is already high enough as it is, adding kid raising cost (living cost and education) is pretty intimidating. It's one of the reason why the younger generations don't feel like marrying or having kids.

I feel like rather than than something like breeding visa for foreigner they needs to address the living cost first, or give some incentives to the parents. Marrying foreigners won't address the living cost problem unless said foreigner is rich.

Even by the frankly hysterical standards which have arisen in the past several years of what constitutes "the patriarchy," I wouldn't call a country where women are common in the workplace and not at home raising 2.5 kids "very patriarchal." The OP was simply alluding to other certain cultures which are genuinely misogynist relative to the First World countries where they immigrate. Expect seeing more of this in Japan with the Chinese (Confucian values) and Indonesians (Islamic).

Japan has tried every incentive in the books, to little or no success. Often, it requires the companies as stakeholders to address their work-life balance, but like every free society, they make the final calls within government, and would rather continue business as usual focusing on the short-term instead of the future.

Unpaid overtime and not living the office before the boss leaves the office is still not uncommon in Japan. It's just the expectation, so people just do how it's always been done, just to keep the social harmony in the workplace. Those who leave "early" are given the "stink eye" by the rest of the office.

I don't understand why this would be an issue, but maybe I'm biased because I'm always at work before my bosses, and out later. Arriving and leaving as the clock strikes has little merit, because then you're stuck in the middle of rush hour.

It's mandatory, but employees are reluctant to take it.

It's unrealistically too generous, which proves my point. We're all unfortunately replaceable and expected to show our worthiness. You would hope that more people understood this after living through an economic crisis, but the sense of entitlement in this world is unfortunate.
