I have only limited exposure to the LN, so I'll preface things with that. But from what I read of the LN and from watching the anime, I can't say "A is better than B," but I can say that the LN approach would not work as a 12-ep anime unless there was certainty from the outset of a whole lot more episodes than that. The "what if" nature of these sorts of debates are difficult because layman producers/writers/directors/animators like us reading a story tend to get lost in that story, imagining how things could be, how we want them to be, in a moving form. But reality is that all that goes into an anime production does not lend itself to such a 1-to-1 interpretation. Frankly, the anime does clean up some issues the LN had. And yes, the cost was losing some elements that people might have liked. But it had to be done to make a marketable, sensible, 12-ep series.

I recall reading somewhere on this website that the Monster adaptation was extremely unusual in that it was so faithful to the manga that its episode count ran to 74. The production studio must have done something right; the median and mean user ratings are far higher than what I gave that series.

I mean, you also have to take into account that Monster started in 2004, an era where not nearly as many anime we being made each season, and having a long running production with an unusual episode count wasn't too uncommon.
