Is this a sentiment shared by a lot of people? I thought it was done really well, and that was actually helped by all the flashbacks, helping you get on Tatiana's mindset during the time. The one thing is that the start of the episode with him putting on the boots and being ominous just made it seem a bit too obvious, but other than that I thought the execution couldn't have been much better

I'm not sure, I was just going off what James said in the review. As a manga reader it was a pretty shocking twist at the time.
About the spurs (somewhat big spoiler) Billy is very theatrical, he likes to set a mood. The spurs, the talk of nukes, the change in look, Under coming up from under the table, he's very particular about all of this to leave the right impression.

I haven’t seen the episode yet, but that sounds….frustrating. I enjoy the show, so it’s annoying having to always put an asterisk when I recommend it.

I do honestly prefer when the recap parts are all in the same slot though, because I can genuinely just skip them. Different from the time the show recapped the fight that happened just 2 minutes prior, in the middle of the episode

At least this episode refrained from recapping moments from within the same episode for a change.

These recaps are getting pretty ridiculous. I mean, you start off with new footage then you do the Juiz recap and then you do the last five minutes of the prior episode. I thought anime's had evolved past this.
But still the content, animation, voice acting, characters, and direction are overall good, especially the character drama and unveiling the truth about the story.

Are there enough recaps/flashbacks in this last episode to qualify as a clip show episode? Beyond that the non-recap scenes felt... stilted? They kept doing that trick where the "camera" pans out so you can't see the characters mouths moving as they talk, or they would close up on characters like Tatiana who barely move.
It's a shame because the (new) content of the episode is solid.

I'm honestly starting to wonder if there might be some production difficulties going on behind the scenes, which may or may not be related to the number of episodes they got for this season.

I more or less agree with the review. All the recycled footage sucks…but the info we’re getting is really juicy and unique world building.

Considering it's been like this from the beginning, becoming particularly obvious in one of the episodes adapting Spoil, it seems it was at least planned to be this way. It's as if they keep running into an issue where they can't fit in the next chapter into the current episode, so they are repeatedly flashing back intentionally rather than doing something more creative to pad the time.

I hope that’s not true; it would legit lose more points for me than it if was a production issue. At least then there would be an excuse.
Plenty of adaptions have a stopping point in mind, and they find creative ways to squeeze in new content to buy time.

I feel like this first season was a bit of an experiment. As good as it is the show rarely ranks better than 20th on Manga+ which feels high for a series with nearly 200 chapters. We're talking Disney money here but they might be being cautious. Hopefully things really pick up because it's impossible to finish the next arc in the last six episodes, I'm fully expecting a mid battle cliffhanger. This episode took us to chapter 36, but the next arc goes until chapter 52/53. I'd like to see them get to chapter 46, I think that's a good ending point since it stops after a really good fight (the next arc can be broken into four parts). It's also fewer chapter content per episode so I'm concerned about padding...
As for this episode, I'm a bit indifferent about the recaps. I get the concern over the use of flashbacks in previous episodes, but I think they were a completely bad idea this time around. There have been a lot of clues dropped throughout the series about the truth of the world so I actually like that they went back and pulled out each of those moments. On the other hand the manga didn't do this at all so the anime feels much more like they're spoon feeding us the information even though it's not all that necessary to remember, it's just interesting. In the manga it typically does what this episode did by sticking actual manga panels in the background with a character talking in front of it (though in this case they only did it during the part about the meteors), I feel like they could have done the same for a similar effect if they weren't so hellbent on budgeting their animation.

Kind of funny that the one episode where they don't reuse the last five minutes of the prior episode is the one that is also 50% flashback footage.
All the same the reveals hit as hard as the manga and the reveal of Juiz'...intimate relationship with Victor was as priceless as ever.
Also I love Fuko's little recap. I totally forgot Isshin made them a new roundtable.

A few additional thoughts about episode 19:
The title "Cry for the Moon" doesn't really suit this episode that much, there's a story later that it suits much better.
If you do some simple math Victor is billions of years old. I've already forgotten if they mention how many loops there have been so far, but it's hundreds of billions.
Juiz still hasn't spilled all the beans yet, but their coming.
The preview of the next episode seems be narrated by our next Negator. They really get screwed by their powers in a whole new way. That's not much of a spoiler since they all have been screwed by their powers, but man, this one is something special. They also ranked third in the first popularity poll behind Fuko and Andy. Look forward to it!
The title for the next episode, Undead + Unluck, comes directly from manga chapter 37. Things get veeery meta for a little while and I dread that there's a ton of flashback potential next episode. Please don't ruin this!
