Seems that way, as long as 23.976 becomes the default cinema standard for all.

The blu-ray is out in North America. Does anyone know if it has the US and UK dubs in it or not?

The "North American" blu-ray released in Japan does.

Yeah I was kind of disappointed it didn't have the U.K. dub on it when I bought my copy, but hey, still worth the purchase.
Kind of weird the way they did that though.

I wish it had the UK dub too. I hate when they add extra dialogue every time a silence lasts more then 5 seconds.
Something else strange, the French subtitles are for the English dub, not the original Japanese. They include subtitles for all the added dialogue in the English version. So it's a translation of a translation.
