I wonder if any American creators submitted works this year. From what I've seen of it so far, I would think that Monstress could have been a contender.

This is the application info for this year's contest (the one they just announced results for) but I'd assume it's similar from year to year. I don't see any entry fee, so it would just be postage to send it to their PO Box in Japan (or your own country's Japanese embassy?) + whatever it takes to actually produce your comic.

Oh, I have lots of foreign non-Japanese manga in my shelves. They're called "comics".

Smartassery aside, it's nice that there is a contest in Japan that acknowledges non-Japanese work, and it's open for amateurs too.
