It's a nice museum, located in Central Kyoto, in an old elementary school (there is also a museum dedicated to the school on the third floor).

It is worth a visit even if you can't read Japanese, though I think it would be more fun if you could read Japanese, as there is an extensive library for browsing, and lots of nice spaces for browsing.

Digital restorationa pf those 100-year anime create a new copyright for these old anime. However, a good-condition print (only the aging is an issue) makes this a rare chance for making legal fansubs (provided the country of fansubber meets Berne standard of creator's life+50 years).
