In Ballroom Dancing it's very important to have a straight pose, this creates the illusion that your neck is very long, when it's actually your regular neck size.

Looking at the concept art, that is clearly not the effect whatever the intention. It just looks like unnaturally long necks.

I honestly don't mind, I like the way they look personally. then again I also like unique looking character designs anime like Kaiji.
