This is an interesting approach to prefectural public relations. I can see it being informational and entertaining for Japanese tourists, but not for a foreign audience. In that regard, the limited animation (a la a visual novel) makes sense. It might even behoove Okayama Prefecture to make a full-fledged visual novel, to provide some fun interactivity. Either way, it will be intriguing to see whether or not this catches on with other prefectures!
