The only one not dressed properly is that Vanessa Enoteca lady. I mean, what the hell is she even wearing??? Confused

It's her underwear and Division Cloak. EAch Division has a cloak and when at the base Vanessa only wears her cloak and not her other clothes, she's very much like Cana from Fairy Tail, drunk scantly dressed woman who could be great if she just applied herself a little more.
