Well it was mentioned in the manga (don't know if the anime mentioned it because I didn't finish) that Yumeko's family is "aligned" with the Student Council presidents (which might mean some kind of blood pact or something) and why their last names are so similar, so these new characters are probably also part of whatever that alliance is

Basically - all of them are distant relatives from minor branches of Student Council President family.
And Yumeko too, somehow, but it's still have a minor relation to the plot.

I tried to get into this show because I was interested in it's unique premise but I just found it to be overly formulaic and I got the impression this was one of those shows where the main character always wins, which just isn't engaging enough to me for a show about gambling.
