It might be worth noting that this math only works out because the film's tickets are being sold under special rules—every ticket is ¥2,000 and theaters aren't permitted to apply any of their usual discounts (Members' Day, Ladies' Day, Late Showings, and so forth).

Although some might argue that this is a bit... avaricious for a film that recycles most of its performance animation from the first part of BanG Dream! S2, audiences are mostly paying to hear every single song the (anime) franchise has ever produced (spoiler[except "Twinkle Twinkle Little Star"]) on a movie theater sound system, and the movie does deliver on that promise—plus there is a genuinely enjoyable (if dialogue-free) backstage sequence that features practically every member of the cast. I think anybody willing to pay twenty bucks for a less-than-90-minute BanG Dream! movie in the first place is probably going home satisfied.

So, is this more or less a 90-minute concert movie, plus the backstage sequence?

Yes, that's why there's no plot description anywhere—there's no plot at all, as it's literally just an 80-minute concert put on by all the show's bands, entirely from the perspective of the audience. The onstage banter is all so familiar I'm not actually sure that they needed to record any new dialogue for the movie. There are some truly terrifying glowstick-clutching CGI audience hands and I really wish that they had more than one "crowd screaming" audio effect, but the concert itself is very enjoyable.

For my money the standout performance is Afterglow's full-length rendition of ON YOUR MARK, but I'm sure everyone will have a different opinion. If you watch BanG Dream! for the music you should check this out, but you're missing nothing storywise if you just watch the TV series.
