Wait didn't they already do this? It was a OVA that was based on Romance Dawn in 2009 round about.

There are three versions of the Romance Dawn chapter. The first two were prototype chapters, while the third was chapter one of the actual manga series. All three are completely different. The 2009 OVA was based on the first version of Romance Dawn. This new TV Special will be based on the second version.
