I have questioned for the longest time why more anime aren't done this way. The vast majority are following a preset script - basing their entire efforts off an already existing IP, so it's not like there is a huge mystery to be had about where the story is likely heading. It would likely help a decent amount with the overworking issues with animators since they could have the luxury of pushing deadlines more when they aren't blocked in by meeting a weekly hard wall for airtime. Not to mention having the time to actually do real quality check, not merely signing off on something because you don't have time to check it properly, or even redo a scene if it's needed. There are certainly some downsides, but the upside to a production completed before airing seem to be much better.

Most likely, it's because the industry as a whole is overburdened with too many productions, every studio having to put each show off until the last minute because they're still working on the previous one, frantically trying to finish it before airtime. At least, I can't think of any other reason why having a whole anime season ready to go before its first episode airs would happen so rarely.

Whether they have good reasons for doing it this way, I'm not really sure. My guess is that a little caution could go a long way; get better at refusing projects that look like a waste of time and money, so they can invest more of those things into better ideas that are less likely to flop, ultimately seeing more success with less busywork. But as the old meme goes, anime is often just advertisements for manga/LNs, which get cranked out very quickly since it takes fewer people to make them. So maybe they don't have much control over the pace of things.
