Heh basically from what i can tell. YouTube does have the option for anyone to add subtitles to a video though if the uploader allows it. This how youtubers like Kizuna Ai and some others have captions available in multiple languages |

It should be pointed out that you can also watch Kamen Rider subbed now on Tubi TV and the Shout Factory site if you want a more "permanent" site to watch it from than just checking Pluto TV at random times in the day.
