That's the difference with Japanese production committees - even if something is successful, if someone in the production committee doesn't want to continue funding it, the production stops. They expect the TV audience to just move on to the print publication, which the anime is really the advertisement for

In contrast with Western productions, if something is successful, they'll gonna fund it no matter what. They expect the TV audience to be its own thing, distinct from the print publication audience, so they want to satisfy the TV audience regardless of the existence of the print publication

I feel like the notion of anime being an advertisement for the source material is somewhat exaggerated, especially nowadays where we see more light novel anime getting continuations. Maybe the anime did decently but not enough for them to invest in a second season? Maybe there wasn’t enough light novel content at the time that the anime finished for them to make second season and by the time the source material had more fandom already moved on to something else? There’s any number of reasons for why but until someone on the staff says why we can only guess. But anime shows do rely on ratings and fan support as much as Western TV does.
