Not suprised. But I wonder if it would have moved forward without the virus. We all know about Watsuki, and his bad press.

Yes it most likely would have still happened, even with what happened with Watsuki

Japan's view of Watsuki is very different than the West's. He paid his fine, and no one cares at this point.
