Does it mean that theyr'e already underway to do the LatAm dub for the Final Season?

Finally!!!
After years and years of titles not reachIng Latam due to the Funimation locks, now we will be able to watch them legally in these territories in just a few months. I hope they are successful and will soon expand to the rest of the Spanish-speaking countries.

Crunchyroll has been the king in the area for a long time, the competition should be a good motivator for this company..

That's a good question. Just a couple of days ago news broke out that the Attack on Titan compilation movies have already been dubbed in Mexico City by a company called Artworks, the project was announced with a trailer back in 2018, but the movies will premiere on October 1 now. I was actually surprised, I thought the project was cancelled due to Funimation entering the Lat-Am market, but Eren's mexican voice actor, Miguel Angel Leal (who already voices another Yuki Kaji character, Meliodas), also confirmed that he's going to voice Eren in the series proper. I just hope that they can keep the entire movie cast, since it actually has a lot of well known voice actors in it, but Funimation only has two studios, one in Cuernavaca, Mexico and another in Miami, Florida, and I don't think many voice actors who live in Mexico City will travel to Cuernavaca just to dub one show.
Funimation also confirmed that Assassination Classroom is getting dubbed into neutral spanish and announced that Koro-sensei will be voiced by Carlos Segundo, who is well known for voicing Piccolo, All For One, Alf, James Bond, among others.

specially after owner was caught with lies about Miami being involved on the dubs which of course wasn't truth at all...

There are some Mexico City actors who can at least dub in Cuernavaca, so let's wait and see.

Also, Carlos Segundo is...quite a peculiar choice to voice Korosensei.

Hermes Baroli has several ethical issues, but he in person was never involved as far as I know with lies about dubs being produced in Miami.

Also, one studio producing many dubs already happened before in Brazil, so this isn't the problem itself.
