I saw a report on NHK news last night about the lockdown and even they admit its a joke. They showed video of the Shibuya Scramble during the first lockdown in March and one from now - the first one showed deserted streets, the second one showed a packed scramble. The reporter said that shopkeepers are seeing twice as many customers. They had an expert on saying that they needed to get serious and implement penalties - he said that because stores have to close at 8pm, people think its alright to go out in the day.
