It looks like the douga that were shown were made specially for the exhibit rather than the stuff that was used to make the anime. Typically, douga aren't shaded to that degree. Douga are always on white paper while the preliminary sketches (shuusei) are done usually on yellow (though pink, blue and green are sometimes used too).

Also, I own some of the original sketches used for a couple Fate anime and they're not as detailed as what is being shown.

I'd imagine those are digital keyframes that have been printed out, which sometimes do include more flat coloring.
