Considering that Aka appears to be wrapping up the series quite soon, it doesn't look like there's much time left for Chika to get her romantic moment (unless its with Hayasaka or perhaps Mikado, but even then there probably won't be enough time to develop it satisfactorily)

Not all characters need serious development, and this is especially true for a comedy show like Kaguya-sama. Forcing in Chika romance subplot will just do the opposite effect. Look how messy has this been with Ishigami's subplot so far with Aka delivering his absolute worst in terms of writing.

I get the feeling from reading the manga that early on Aka originally intended Ishigami and Chika to wind up together, but at some point decided to change that (and consequently, added Iino into the mix to serve as Ishigami's eventual love interest).
