I don't quite get it. If the staff got infected (earlier this month, even), why is it the upcoming show that gets delayed instead of the current ones?

I know it's a crazy concept these days, but some studios do manage to produce episodes ahead of time!
It could also be that the people most affected by the closure are people involved with the planning process. If all you have left is the animation (like for a currently airing show), the artists can draw at home. But the initial stages of planning, writing, etc, involve more collaboration.
Also, this is the first I'm hearing of this series, but any Elements Garden project, especially involving male characters, is pretty exciting. They've been getting a ton of work lately. Hope we actually get to see it here, unlike Argonavis BanG Dream.

There are a few possibilities. One could be that most of the remaining work on current shows is outsourced, so a disruption in the primary studio might not be as impactful on getting the episodes out the door. Also, upcoming shows are usually worked on at the same time as current shows (it takes a lot more than a week to create one episode; they are typically made in parallel though). I'd guess that outsourcing isn't done as much earlier on in a production, so disruption could be a lot more impactful on upcoming shows. Also, if outsourcing isn't actually a significant factor here, then maybe they temporarily pulled people off the upcoming show's production in order to keep the current shows on schedule, and have since confirmed that the upcoming show can't get back on track.

I think this is the most likely scenario because it is very difficult to get a show without any outsourcing. Outsourcing brings up the question of logistics and granted we would like to believe everything can be done remotely, Japan is not the best at it.
