The actor did a YouTube video where he said that wasn’t the case. Instead he’s joining a very…eclectic fraternity of actors.

this is a Canadian production,they are actually required to use Canadian talent

Wildbrain is producing the cartoon and they primarily use Vancouver VA's, and the entire cast for this is from Vancouver, which is why they're not using the game VA's. Even though you'd think SEGA would have insisted, but who knows.

Congrats to Deven Mack though. His Sonic sounds a lot like Roger Craig Smith but he sounds solid in the preview. And the animation in the preview looks almost on par with the game cutscenes.

What's interesting is that Brian Drummond is involved, does this mean he's reprising as Knuckles, a role he once had in Sonic Underground?

This actually explains a few things.

When Capcom Vancouver was still around, they had their developed games voiced in Canada at a time when Capcom USA mostly relied on LA for dubbing. This also included their mobile version of Puzzle Fighter which had a bunch of recasts as a result (like Vincent Tong as Ryu & Ken instead of Kyle Hebert & Reuben Langdon).

There are no laws requiring Canadian companies to hire Canadian voice actors. Dogs in Space is a Netflix show created and owned by Atomic Cartoons, a company based out of Vancouver. The entirety of that show's cast is from the U.S. Spin Master is based out of Toronto, yet they had Studiopolis dub Zo Zo Zombie for them (and do some other pre-lay web-shows). Lots of shows are animated in Canada but don't use local actors. The Barbie things are still animated in Vancouver at Mainframe, but they ditched the Vancouver voice actors for L.A. ones years ago. The CG He-Man show is animated in Toronto, yet it's also a fully L.A. cast. Same goes for adult comedies like Rick & Morty, Final Space, Star Trek: Lower Decks, etc.

The same is true for video games. Star Wars: Squadrons, TMNT: Shredder's Revenge and Shadow of the Tomb Raider are all Canadian made titles. That didn't result in them replacing established casts with local actors. Even original indie games like Dawn of the Monsters used L.A. actors rather than anyone local.

Generally speaking, hiring locally allows productions to qualify for additional tax credits and grants from both federal and provincial governments across Canada. If the production is owned by a Canadian company, they also wouldn't have to worry about the exchange rate. With video games, development can often be chaotic. I know Eidos Montreal went with local talent for last year's Guardians of the Galaxy game specifically because they wanted everyone available ASAP for any minor tweaks. Obviously, having people local means the production can directly oversee things, too.
