As someone who has used Heritage Auctions before do not try your luck on this unless you are willing to drop mad amounts of money on this. The people that buy from them are more rich people looking to buy and sell these as investments instead of fans for the most part. From the auction I was on people were bidding crazy amounts for cels that were worth next to nothing.
Try your luck if you want, but please don't get your hopes up, especially if it's Dragon Ball stuff.

Aren't Heritage the people responsible for the rise in prices for used video games and cel art in collectors circles? I don't trust this group at all to have the best intentions in always appealing to rich people.

Not sure about cell art, but used videogames are overpriced mainly due to scalpers and resellers on Amazon and Ebay. Most older games are no longer reproduced, so it is way easier to just buy 20 of them and force others to pay an extreme amount.

Cel, and just production artwork and shikishi in general, have largely been going up in value even before Heritage got into the game. Sotheby's Hong Kong got into the market a few years prior and well before that, there's Mandarake. The prices that a lot of these items are selling for on Heritage are going well beyond what many collectors initially paid.
I get the frustration from a collector's point of view. I would love to add more artwork from certain episodes of Cardcaptor Sakura to my collection....but, at the current market rate of approximately $1-$3K per production cel from the episode that I collect, I'm not adding any more. I still can't convince myself that it is worth those prices when I was paying approximately 1/10th that a decade ago for cels from that same episode. I consider myself fortunate to have bought what I did, when I did, even though I was of the initial opinion that the money I spent buying CCS backgrounds was just money down the drain.

The difference here is that cels, shikishi and other production art are one of a kind. Owning a particular cel, sketch, etc. means that it is the only one of that particular frame in existence. Depending on the scene, character, artist (if known, in the case of sketches) and the anime's popularity, this means it can sell for a lot.
