I am so surprised by this announcement. Now I just want to know if this is a 4th season or part 2 of the 3rd season.

I suppose it will simply be treat as the second part of 3rd season, if it was a 4th season it would have been teased as such from the go and it's not usual for a sequel season to be following immediately the prequel outside very long running animes. However it's true that it's hard to tell in this very case.

I think it's just being promoted as the 2nd cour of Season 3.
By the way, I'm pretty sure the Sanctuary arc is the last arc from the original light novel series, so this is looking to be the final season. |

This was one I missed back in the day so we tried to watch this remake and found it...kinda dull. Which really sucks because wow what an absolute god-tier cast. And it just keeps getting bigger and better. Maybe once it's 'done' we'll give it another stab (haha) knowing it gets better, or at least gets to the end.
