I wonder if this will look better than Dragon Ball Super: Super Hero as this too is CGI.
I also if this movie will be released in theaters outside of Japan.

Kamikaze Douga is definetily a studio with more technical prowess when it comes to 3DCG than Toei is, so I would say yes.
