Why is volume seven of Sengoku Basara so popular?

Even more interestingly, how can there be seven volumes in the first place? The show was twelve episodes long, and at two per disk that's six disks.

Me confused.

Because Vol.7 contains an OVA featuring 2 characters who did not have any roles on TV until the very end.
